She was a graduate of Borger High School. She worked for Pampa ISD as a lunchroom manager. After her retirement, she and her husband, Robert, traveled to Europe, Hawaii and across the United States. Billie was a member of Grace Baptist Church. She enjoyed gardening, quilting and crafts. SURVIVORS: husband of 64 years: Robert James of the home; 2 daughters: Donna Baker and husband Jim of Amarillo, and JoAnn Syring and husband Dennis of Denison; a grandson: James Michael Baker of Amarillo; 2 cousins: Leon Martin and Judy Martin, both of Pampa; and her lifelong friend: Cottie Gibson.
