Billy Ray Downs, 89, of Pampa, known to many as “Uncle Bill”, passed away at his home in Pampa, on Wednesday, June 28, 2017. Services will be 2:00 PM Saturday, July 1, 2017, at Carmichael-Whatley Colonial Chapel, with Rev. Norman Rushing, pastor of Central Baptist Church, officiating. Burial will follow in Fairview Cemetery under the direction of Carmichael-Whatley Funeral Directors. Bill was born on July 8, 1927 in Grandfield, Oklahoma. He was the seventh child born to Louah Margarite Cooper and Ralph Daniel Downs. He had five sisters and 3 brothers. He graduated from George Washington High School in Los Angeles, California. In California, he met and married his sweet love, Bobbye Ruth Clements. She preceded him in death. Bill worked for 16 years as a truck driver in Los Angeles. Afterward he & Bobbye moved to Pampa where he worked for 30 years at Bob Clements Cleaners. His hobbies included bowling, playing golf, fishing and bird hunting. Bill truly enjoyed the company of his many friends throughout his lifetime. Survivors include his son, Joseph Downs of Oregon; his nephew and niece Robert and Diana Clements of Carlsbad, New Mexico; twin great nieces Crista Goodale and Mandy Clements of New Mexico; along with additional family members in both Texas and Oklahoma. The family would like to especially acknowledge and thank Jerry Simpson for the love, friendship and assistance he continually provided.
