JoAnn was born on July 17, 1936, in Chelsea, Oklahoma to Loyd and Ola Dawes. She was raised in Chelsea, growing up on the family farm. In the mid-1950s, JoAnn moved to Pampa to be closer to her brother and his family. She married Milton Roy Tice in 1958.
While in Pampa, JoAnn worked several different jobs. She worked at the Marie Foundation for many years. Later she managed all the Taylor Marts in Pampa. She also ran her own beauty shop at one time.
